Not illustrated. 1889 Excerpt: ...So far as the writer knows, almost every riparian owner along said creeks recognizes the necessities of the city in the premises, and is willing to concede said privilege for a limited further period upon payment of a certain sum annually, such payment to cease as soon as the interception of the sewage by the trunk sewer has been accomplished; therefore, if such agreements can only be legalized and exempted from interference on the part of the town authorities, the same can doubtless soon be reached. The problems associated with the construction of the trunk sewer are thus seen to be exceedingly varied and broad in their scope, and will require for their satisfactory solution the exercise of the wisest and most far-sighted judgment by the municipal authorities who may be entrusted with the execution of the work. Under these circumstances it may be proper to suggest that the general plans for the sewer herewith presented be thoroughly examined before commencing the actual construction, and that the technical elements in the case be fully reviewed by other engineers. To attain the best results in an undertaking of this importance and magnitude, every step in the arguments advanced should be carefully scrutinized by others whose experience and success warrants confidence in their skill and judgment; and if a serious error is then committed, it will at all events be pardonable, and the full weight of the responsibility will not rest upon a single individual. XII--CONCLUSION.
