Excerpt from Report of Dr. Adam Shortt, Commissioner Investigating the Economic Conditions and Operations of the British Columbia Electric Railway Company and Subsidiary Companies: And to Decide Definitely as to the Possibility of Street Car Service Being Maintained in Competition With the Jitneys; November 5, 1917 In accordance also with the resolution passed by the Vancouver City Council of the loth of June. 1917, and concurred in by the British Columbia Electric Railway Company. Requesting the lieutenant-governor-ia-council to appoint a Commission to thoroughly investigate the question of transportation in the City of Vancouver and surrounding districts and to decide definitely as to the possibility of the street car service being maintained in competition with the jitneys. And this resolution of the said Council having been made on the understanding that the British Columbia Electric Railway Company and the City Council will abide by the decision arrived at by the Commission. There is given in the findings and recommendations at the close of the report a special decision on this subject.
