Excerpt from Propositions for Amending the Constitution of the United States, Providing for the Election of President and Vice-President, and Guarding Against the Undue Exercise of Executive Influence, Patronage, and Power Every friend of the United States, wishing their prosperity, permanent union, and the quiet enjoyment of the blessings of liberty, both individual and national, must, when he reviews the history of Presidential elections, feel an anxious solicitude for the future. The electioneering party strife which has been introduced into our Legislative halls, and into the Executive departments of our Government, must be alarming to every considerate man, and must excite melancholy forebodings as to the final result. This party strife is not confined to the General Government, it extends to the Legislatures of every State, and descends even to town and city corporations. These considerations have induced the revisal of a pamphlet, containing certain proposed amendments to the Constitution of the United States, and the sundry explanatory remarks, which exhibit their importance, and the then existing and growing necessity of their adoption. The contents of that pamphlet were, in 1808, presented to the Senate of the United States, by a Senator of Connecticut, and printed. The evils of party strife, growing out of Presidential elections, and the exercise of Executive in uence, patronage, and power, have, in practice, far exceeded what was then predicted; and, as the United States increase in opulence and strength, these evils may be expected to increase to the endangering the public welfare.
