Population of about Population 1920, The University Of Oregon, through its extension division extended an invitation, indorsed by the State board of health, to the United States Public Health Service to act as director of the survey requested by the legislature. Without funds for a paid staff and confronted by the task of adequately covering Square miles Of territory, containing 36 counties, some Of which are about the Size Of Connecticut, the director Of the survey saw that in just such a situation lay the Opportunity for developing a State-wide campaign in mental, physical, and social hygiene.
