The difficulties in connexion with the extension of Hampstead Heath (see Chapter V) are another striking example of the grave objections to multiple control. When the London County Council was asked to help they pointed out that the land to be acquired was outside the county of London, and it was said that Hampstead is a rich suburb, and already well supplied with open spaces. The platform economists on the London County Council entirely ignored the fact that thousands of Londoners go out to the Heath for fresh air and by this means, to a certain extent, mitigate the evils under which they suffer from bad housing conditions in the county of London. There could not be a clearer case for financial assistance from a local authority, but it was only after very great exertions that a promise of 8,000 was at length extracted. Other and poorer public bodies did not see why they should bear more than a small share of the cost of an open space so largely used by Londoners. They did not consider that they could afford it, and the existing open spaces seemed to them ample for the needs of their own inhabitants. It was only by the great energy, ability and generosity of private individuals that this invaluable open space was preserved for the benefit of Greater London. Out of the 36,000 required the public bodies that were benefited only subscribed 11,500, a beggarly amount compared with the huge sums spent on hospitals, gaols, asylums and work-houses; which expenditure would be very largely reduced if there were an adequate supply of open spaces, and other amenities essential to public health and rati...
