Excerpt from Our Federal Union, It Must Be Preserved: Speech of Thomas Swann, Delivered Before the Union League of Philadelphia, March 2d, 1863 This doctrine, announced in the spirit Of the Constitution, comprised the whole issue in controversy at that time. But there was a feeling, both north and south, which was not to be appeased by compromise. The party Of the north looked to the unconditional abolition Of slavery wherever it existed, in utter contempt Of all constitutional guarantees; while that of the south clamored for independence - the break ing up of the Union - and the establishment of a government Of their own. Upon these two extreme parties rests the re sponsibility Of this rebellion. I will not stop now to inquire how much of censure attaches to one or the other. It will be time enough to pursue such an inquiry when the war is ended; but I charge upon ultra and radical men the involvement Of this country in the calamities which have resulted from the in temperance and persistent obstinacy with which they have kept alive a spirit of hate between the sections, and scattered broad cast Over the land the seeds of discord and disunion.
