Excerpt from Oration Delivered Before the City Council and Citizens of Boston on the One Hundred and Thirteenth Anniversary of the Declaration of Independence, July 4, 1889 A long line of eloquent citizens has performed this task of recognition, and there seems to be no sentiment Of enthusiasm left unexpressed, nor incident of interest unmentioned. On a like service to this, a former speaker Observed of the mission Of contemporary nations: France says, 'i polish the world; Germany says, 'i educate the world; Eng land says, 'i circumnavigate the world;' America says, (i liberate the world.' These achievements fall far short of the sublime purpose Of the Momen tous Declaration. That glorious message to the world expressed, for the first time, a measureless future for man organized by consent under laws and constitutions. As the third and last of the primal and inseparable rights Of men, it declared pursuit of happiness to be the end Of the institution Of government. This complete and original statement Of final governmental concern gives to this day its significance and abiding force.
