Excerpt from On the Proposed Use of a Portion of the Hetch Hetchy, Eleanor and Cherry Valleys: Within and Near to the Boundaries of the Stanislaus U. S. National Forest Reserve and the Yosemite National Park as Reservoirs for Impounding Tuolumne River Flood Waters and Appurtenant Works for the Water Supply of San Francisco, California, and Neighbor For simplicity, in all of the following descriptions the word San Francisco has been used to indicate the group of cities of which that city is the commercial center, comprising substan tially all of the cities and smaller communities bordering upon the bay, from San Francisco around southerly, easterly and northerly to Oakland, Berkeley and Richmond, some twenty six municipalities, comprising thirty-seven separate communities in all. As will appear later, the matter of uniting more or less of these communities in closer municipal relations, possibly into a metropolitan water district, in some respects similar to that which supplies the Boston metropolitan district, is now being actively promoted, with practical certainty of ultimate success.
