The power that we have had as a nation comes from our ability to look into the future and to be on the side of change. We need to harness this power today for our work at the United Nations. I am very aware of the enormous challenges that lie ahead. President Clinton has called for a new covenant with the American people. I be lieve we should work to extend his vision and call for a new covenant among na tions - one that recognizes the diversity of the world in which we live as well as our common needs and aspirations.
