In 1838 the U.S. House of Representatives passed a series of resolutions concluding that Congress had no constitutional right power to abolish slavery. This pamphlet contains the report of a committee of the Rhode Island Legislature to review and protest those resolutions, followed by Rep. John Whipple's report, which disagrees with the committee (of which he was a member). It also includes a letter from Harrison Gray Otis (former Representative from Mass. ) in response to Mr. Whipple's report. Full refund if not satisfied.
