The Morale of Justice "When that band of organised marauders, the German General Staff, let loose their obedient hosts over innocent Belgium, a wave of astonished indignation swept over the civilised world. As at the sight of a bully who attacks a small boy, the sense of fair play of mankind was aroused, and thousands of men and women all over the earth who detested war and would have had nothing to do with it under ordinary conditions cast their abhorrence aside in their burning desire to right, as far as might be, an unutterable wrong. To those who were the immediate victims of the crime and to those who witnessed it, this desire to undo it was in most cases deeply inwoven with a craving to see the criminal punished, even to the point of having a personal hand in making him suffer the same cruelties, or worse, that he had caused. Similar, if less intense, emotions were aroused in millions who witnessed the crime only in imagination; while among those who felt no flame of personal animosity against the Germans its absence was more often due to distance in space and deficiency in visualising power than to the moral superiority to which it was sometimes attributed.
