This it shall be his object to do, by endeavour Ing, In this address, to communicate the necessary degree of information on the three foregoing heads. He will proceed therefore to state, as brie y as may be consistent with the nature of his subject, the reasons why the present work has been instituted, Of what materials it is to be composed, and from what sources those materials are to be drawn.
