The Senate of 1804 was little more than a showy, decorative body, comprising all the illustrious men of the Empire. This domestic senate, if we may so term it, which seemed to be taken bodily from the emperor's household, was very well described in the satirical quatrain, with which the emigres and Chouans made merry among their good friends the English and Prussians: Si 1'empereur faisait un pet, Geoffroy dirait qu'il sent la rose, Et le Senal, par un de"cret, Vite, enregistrerait la chose. The deliberative bodies and the press played a silent part in the sublime, abnormal military pantomime called the Empire. Lefebvre, although he was by no means an erudite senator, possessed the esteem of Napoleon. The emperor looked upon him as the most gallant of all his generals when swords were flashing, but as the most ignorant and most incapable with a pen in his hand. As soon as they began to discuss plans, Lefebvre would overturn papers and memoranda and surveys and diagrams, of which he understood absolutely nothing, and would cry: "Let me alone! just put me in front of the enemy with my grenadiers, and I promise you that I'U not turn back!" And he would keep his promise. It is true that he was perfectly docile and respectful to the emperor, his god, and carried out to the letter the orders of the master of battles. Napoleon did the thinking and Lefebvre put his thoughts into execution. He was the shell in the cannon.
