It seems to me vital that in all these matters the ratepayers should have periodically placed before them the fullest and clearest account of the assets of their several undertakings, of the profit or the loss that may be incurred: by any of them, of the necessary provision for the depreciation of plant, and last, but by no means least, of the provision made, for repaying loans - not out of fresh loans - but out of rates.
