This is a book about the implementation of Communitarianism in Singapore. The author views this ideology as highly successful in the Singapore context, and a desirable model for other societies to copy.
In the recent "happiest nation" survey, Singapore ranked number one the world in two categories: healthy life expectancy, and freedom from corruption. However, lower rankings in other categories brought it down to 34th overall, second in Asia to Taiwan, which ranked 25th overall.
This book is an interesting and I think reasonably accurate look at Singapore, written from the standpoint an author who is probably a bit biased. Other books look at it more critically, but if you want a clear explanation of, at least, what's "right" about Singapore this seems like a good place to start.
