Excerpt from Leven and Melville Papers: Letters and State Papers Chiefly Addressed to George Earl of Melville, Secretary of State for Scotland, 1689-1691 In consequence, however, of this absence of compromise, and the more equal division of strength in the nation, the settlement of the Revolution Government was more difficult in Scotland than it was in England. There was also a distant monarch, ignorant of persons, feelings, and circumstances, and overloaded with the management of the alliance against France, and with the complicated affairs of England and Ireland, to preside over, and direct the course of the Government, while the ablest and most experienced ministers, having been employed during the late misrule, were unpopular, and not to be trusted.
