Wilson's and McKay's biography of James Bulloch is fascinating; Bulloch finally gets his due, a well-deserved niche in American naval history. Early in the life of the Confederacy, Jefferson Davis, Matthew F. Maury, Stephen R. Mallory, and others identified the need to develop a naval force outside the Union blockade, a naval force that could not only break the blockade from outside, but also attack Union commerce worldwide on the high seas. They sent seasoned naval officer James D. Bulloch to London as their principal agent. Bulloch's accomplishments, cited by the authors, far surpassed the expectations of his superiors. His concepts for commerce raiding made it into A. T. Mahan's works on naval strategy, and were copied by the Germans during both world wars. What makes this volume unique is its extensive look at Bulloch's role as an intelligence officer, the Confederacy's principal intelligence agent in Europe. The authors reveal that Bulloch was far more active in intelligence matters than previous works indicated, including those in his own account. Fascinating history.
