The book is straight forward interpretation of Herder's writings,and easy to read. Highly recommended if you study philosophy of this time period. GWF Hegel also writes in response to Herder, so might consider books by Hegel in connection with studies on Herder. Herder, though, is much, much easier to read than Hegel.
