The Com missioners on this subject, refers to it as utilitarianism run mad. As far back as 1886 a bill had been introduced into the Senate proposing to substitute for letters two alphabetic series Of names of distinguished Americans, taking for the north the names of states men and for the south the names of commanders in the army or navy.
