Despite facing a much greater force, Cowan improvised one of the most daring raids ever staged by the British Navy. He succeeded with devastating effect; outmanoeuvring his enemies, sinking two Russian Battleships and eventually freeing the Baltic states of Estonia, Latvia and Lithuania.
