Excerpt from Fourth International Conference of American States: Message From the President of the United States Transmitting a Letter From the Secretary of State Inclosing a Report, With Accompanying Papers, Relative to the Fourth International Conference of American States, 1910 The question of continuing the treaties was referred to a committee composed as follows: Dr. Gonzalo Ramirez (uru uay), chairman; Mr. Mario Estrada (guatemala), secretary; and essrs. John B. Moore (united States), Eduardo L. Bidau (argentine Republic), Gastao da Cunha (brazil), Am???rico Lugo (dominican Republic), and Victoriano Salado Alvarez (mexico). After the first formal session of the committee a draft of a new treaty, to replace the treaties of Mexico and Rio, was communicated by the chairman to the other members.
