This importance was due not only to the numbers Of men included in the command, but to the great position and responsibilities of the commander. At home the Commander-in - Chief was, and remained, an Official the main outlines of whose policy were laid down by the Cabinet and the Secretary of State. In India the commander-ih-chief is a member Of the Council of India, which corresponds to the Cabinet at home, and he is, in prac tice, second in importance to the Viceroy. He has a very large voice in settling the lines of military policy of India, and the military policy of India was one of the corner-stones of the military policy of the Empire. The British Empire rests on the possession of the sea, and while this condition lasts the Empire cannot be irreparably harmed. An invasion of any part of it can only take place through the vulnerability of the navy, because an invasion Of it is possible only by sea with two exceptions, of which India is one. India can be invaded by land, and it becomes necessary, therefore, to form in this vast country an army adequate for its defence. More over, from the very condition of our rule in India it is apparent that our task in defending it demands a strong and efficient army, because British policy in India must avoid the appearance of weakness.
