Setting free those who may be spiritually and physically held captive by the devil usually involves the breaking of demonic strong holds resulting in the eviction of demon spirits from the person's life. This casting out on behalf of the person seeking to be set free is best undertaken by a matured Christian who is living for Jesus Christ. It is the will of the Lord that any evil spirit messing with God's own children be cast out. Jesus cast demons out of people and made it clear it is His will to make the unclean clean. One time in the bible someone, a leper said to Jesus 'If it be thy will', Jesus immediately said, "I will, be thou clean". Another time a father brought his son who was possessed by an impure spirit, a demon. The account is found in Mark 9: 14-29. When Jesus saw that a crowd was running to the scene, he rebuked the impure spirit. "You deaf and mute spirit," he said, "I command you, come out of him and never enter him again." The spirit shrieked, convulsed him violently and came out. The boy looked so much like a corpse that many said, "He's dead." But Jesus took him by the hand and lifted him to his feet, and he stood up. After Jesus had gone indoors, his disciples asked him privately, "Why couldn't we drive it out?" He replied, "This kind can come out only by prayer. Other translations say '...only by prayer and fasting'. It is a pity that many believers are unaware of the power released in prayer. The bible says in James 5:16 'Therefore confess your sins to each other and pray for each other so that you may be healed. The prayer of a righteous person is powerful and effective.' The righteousness implied here is that which is imputed to us by salvation through faith in Jesus Christ as our Lord and Savior. I have been privileged to Pastor and to minister deliverance on three different continents constantly during the past 30 years. Your most powerful weapon in doing this, is The Word. The Word works regardless of place, race or nation according to Philippians Chapter 2 verses 9-11 'Therefore God exalted him to the highest place and gave him the name that is above every name, that at the name of Jesus every knee should bow, in heaven and on earth and under the earth, and every tongue acknowledge that Jesus Christ is Lord, to the glory of God the Father. Many years ago, I learnt the truth from Daniel 11:32 which says "people who do know their God shall be strong and do exploits". When a third of the Angels defected with Satan, they left a gap in heaven. Of course, God being God, sent His Angels (Archangel Michael leading God's mighty loyal Angels) to rout and deport these rebels from heaven. God knew this would happen so He already perfected His plans such that Satan and these fallen Angels have now been replaced by a new, awesome race of creatures, who willingly receive the dominion from God through Jesus Christ their Lord and now exercise that authority over Satan and all his fallen Angels. You do have authority to cast demons out. I have found that a disciplined life with regular fasting and prayer has helped me to operate with such great faith and authority. As Jesus said in Mark 3:27, 'In fact, no one can enter a strong man's house without first tying him up. Then he can plunder the strong man's house.' This is what the devil does. He makes believers think he is the strong man, lying to them that he is the one who is strong enough to steal, kill and destroy because he pretends to be a roaring lion seeking whom he can devour! Jesus was saying here in a clear warning, you are the strong man. Don't disbelieve God's Word and be unbelieving.
