Excerpt from Cumulative Voting and Minority Representation in Illinois While the active agitation for representative reform began about 1865 and spent most of its force in a decade, yet the origin of the idea can be traced back to a much earlier date. As far back as 1814jnorway, in a constitution adopted that year, made some provision for minority representation. In the discussion which preceded the Parliamentary Reform Bill in England in 1832, the question of minority representation was considered. Although the proposed method, a limited vote, had some warm.advocates it received no general support and had no recognition in the law as finally passed.in 1842 there was some apprehension in the United States because of the Single party delegations which some of the states, where the general ticket plan of election prevailed, were sending to Congress. This body considered the subgect and passed an act requiring Congressmen to be elected by the district plan thus insuring both localities and parties better representation.
