If only as an answer to the stealthy pro-german propaganda and as a justification for the demand which is being made for reprisals, it is important that the facts should be stated in a compact and accessible form, and be widely known. As one of the lines of defence adopted by Germans and their secret or open friends is to deny that-the crimes were ever perpetrated, I shall, whenever possible, cite the evidence of German documents and German statements, or of dispassionate neutrals. The documents for the most part are soldiers' diaries, found on the enemy prisoners or dead, and as they were never intended to see the light, are free from any sort of prejudice.
