He responds to the assertion in the Tribune that he had not voted against the Kansas-Nebraska bill which allowed the two territories to become states with or without slavery, setting the stage for the "bloody Kansas" period. Smith asserts that he was on the floor of the House, made a speech, and voted against the measure.
