The actual experiment of Government operation has generally crystallized public sentiment against it as a permanent policy, and against its continuation for even five years after a formal proclamation of peace. The period of thirty-two years since the approval by the President on February 4, 1887, of the Act to Regu late Commerce, has been rich in experience, and has demonstrated that in view of both old and new economic conditions, amendatory and supplemental legislation should be enacted before the return of interstate common carriers to private ownership and operation.
