MATTHEWS, U.S. Army, Retired, graduated from the U.S. Military Academy, has an M.A. from Harvard University and a Ph.D. from the University of Virginia, and is a graduate of the Armed Forces Staff College and the U.S. Army War College. His overseas tours included Germany and Vietnam. In other assignments, he was a battalion commander; editor of Parameters, the U.S. Army War College quarterly; and the Associate Dean of the U.S. Military Academy. Following retirement from the Army, he was a project manager in Saudi Arabia and Turkey. He is the editor or co-editor of seven books.
