Sheppard interweaves histories of the political cartoon and the suffrage movement with descriptions of the work and lives of prominent American women cartoonists. She examines the symbolism of the suffrage cartoon, the unique qualities of cartoons created by women, and relations between these images and modern feminist thought. Her narrative is enlivened with over two hundred examples of cartoon art, the result of extensive research in private and public collections.
