His personal experiences in Whitehall, Brussels, Bucharest and Hanoi prove that the machinery does not exist to do this. Anywhere. We are all breaking all the rules of management all the time. Albeit for different reasons in different ways in different places. The causes are the same. The effects are the same. Everywhere. These rules of management are not matters of opinion, or history, or culture. They are matters of fact. For example. Rule one. Choose the right people for the right reason. There is no opinion, there is no culture, there is no history, which means that choosing the wrong people for the wrong reason is a better idea. There is no shortage of books about politics and economics. Mr Moran contends that they are irrelevant while we do not have the machinery to implement any of them. There is no shortage of people who complain about bureaucracy. There is a shortage of people who analyse the causes and suggest solutions. This book is intended to make a start on redressing that balance.
