I NOW proceed to give a biographical sketch of the celebrities and worthies of Roxburghshire of the past, including not only natives of the county, but eminent individuals identified with Tweedside and Teviotdale by residence and ancestral ties, as well as by professional duties, and without depreciating the earlier history of our county, I propose to begin with the sixteenth century, or very little antecedent thereto. I have selected as first in order the LEGAL CELEBRITIES. And I would premise that the supreme legal tribunal in Scotland, viz., the Court of Session, was established in the early part of the sixteenth century, in the reign of James V. At first the judges were composed of ecclesiastics, as well as laymen, the aggregate number being fourteen, with two chiefs --one called the Lord Chancellor, an office of great antiquity in Scotland, and the other the Lord President. The office of Lord Justice-Clerk was not originally established, though it has now been in existence for a long time, the judge holding it, being President of the Criminal Court. It is, however, comparatively lately, viz., on the separation of the court into two divisions, that the Lord Justice-Clerk was established as head of the second division, and ranked accordingly. At the institution of the Court of Session, Gavin Dunbar, Archbishop of Glasgow, was Lord High Chancellor, and an ecclesiastic, named Alexander Mylne, Abbot of Cambuskenneth, near Stirling, was the first President. In addition to the number of judges just mentioned, there were extraordinary ones, whose number was not limited. The appointment of ecclesiastics to the bench continued till about 1640, when an act was passed, by which the judges were to be wholly temporal....
