Every irrigation project which has been a financial success to the agency providing the canals and reseivoirs, has first applied conditions which are favorable to the settler. Where the settlers have organized to fight the company at every stage of progress, the reaction has ruined the settlers and the company has suffered great financial loss. It is a question of co-operation in everything that means progress or an antagonism which can only lead to ruin. Through the amendment, the State has paved the way for every settler to show his interest and to indicate his desire to build up the country. A year's delay is a serious thing for a company that will ultimately invest four or five million dollars. The interest on this sum will consume all possible profits and bring disaster financially to the investor. The settler should realize his responsibility in this direction. He should not take up land for the sole purpose of speculation, at the expense of his energetic neighbors and the company which is making the arid land habitable. The State Engineer has given this matter two years' study. He has not acted in haste and he has not acted at all until the Company has demonstrated that it is to proceed with construction until every item referred.to in its accepted bid has been carried to completion. No student of conditions can conceive how an agricultural district can be realized on the ceded lands unless capital is encouraged to build the necessary canals and reservoirs. It is impossible to understand how an investor can thrive unless settlement takes place and water rights are obtained.
