Immediately after graduating from police academy, Chung Oi-Fong hits the streets with veteran detective Chou Chi-Tan. It was supposed to be an easy assignment, but then Oi-Fong and Chi-Tan rescued Wai, a man they soon learn works as an accountant for Tin, a powerful drug trafficker. As the two police officers prepare their case against Tin, they realize that he may strike back against his former accountant by going after Wai's daughter Kwan-Kwan, who is about to compete in the upcoming "Miss Youth" pageant. In order to keep a close tab on Kwan-Kwan, Oi-Fong decides to go undercover as a contestant.
