This book is absolutely terrific!!!! A friend is reading my copy. The authors research is impeccable and his notes are beyond reproach. I recommend this book to anyone that wonders how things just seem to happen in government. As Roosevelt said (and I'm paraphrasing) "If anything happens in government you can believe that it was planned".
