Excerpt from Argument Before the Committee of Commerce of the House of Representatives of the United States, on the Reagan Bill, for the Regulation of Interstate Commerce It may be proper here to remark, that the railroad companies are not hostile to the intended object of the bill; on the contrary, they are exceedingly anxious that it may be attained. They are only opposed to the proposed measure because it does not and cannot reach the evils which it intends to remedy, and because its enactment into a law will complicate, rather than aid in the solution of the railroad problem. The railroad companies are new themselves earnestly engaged in solving this problem with out the aid of Congress and during the past year great progress has been made in that direction, an account of which I propose to give hereafter. To form an intelligent and just Opinion of the effect and merits of the proposed measures, it is first necessary to clearly understand what are the evils to be remedied by this bill.
