DCLG This AD supports requirement R1 of Schedule 1 to the Building Regulations 2010. Requirement R1 is to equip new buildings, and existing buildings subject to major renovation works, with the physical infrastructure to facilitate the future installation of copper cables, fibre or wireless devises capable of delivering broadband speeds greater than 30 Mbps. The requirement is to provide only the in-building physical infrastructure, not the external infrastructure or any network cabling or equipment. Note that a standard copper telephone cable, when connected to a 'fibre to the cabinet' network, can deliver broadband speeds up to 70 Mbps. This AD takes effect on 1 January 2017 for use in England. It does not apply to work started before 1 January 2017, or work subject to a building notice, full plans application or initial notice submitted before that date. Requirement R1 transposes article 8 of Directive 2014/61/EU of the European Parliament and of the Council of 15 May 2014 on measures to reduce the cost of deploying high-speed electronic communications networks.
