That the restrictions on the Irish trade _ had defeated the purpose for which it was intended; and instead of promoting the staple manusactory of this country, in its woollen fabrics, had produced a direct con-. trary essect; as the Irish, in order to pay their rents, were under a necessity of disposing of the produce of their lands; and, as they were not allowed to manusacture their wool, to sind a mar-ket for it wherever they could; that all partial laws and unnatural restraints must ever fail in their design, when opposed to the operation of such a necessity; that France, feeling an irremediable want of the raw material within herself, assorded a ready market, -and an exorbitant price, for the Irish wool: that the cheapness of living and other circumstances were, however, more than a counterbalance for the excessive price flhe paid for the raw material, and that slie was thereby enabled to arrive at such a state with respect to her woollen manusacture, as, in some degree, to rival us in that very commerce, of which we were, with so much reason, so very jealous. Lord Nugent's motions were placed under four heads, and directed to the following purposes: --First, .
