An English statesman, not now living, Mr. Richard Cobden, in conversation with the writer in 1843, bore the strongest testimony in its favour, in the opinion expressed, that the introduction of cheap postage had rendered a violent revolution for the overthrow of the Government in England for ever impracticable.
