OB S ER VA TIONS. There are two methods of presenting great truths to men. The first is, to impose them as articles of faith; to charge the memory rather than the intellect. Many persons affirm, that the law ought always to assume this character. If this were admitted, it is nevertheless certain that the Declaration of the Rights of Citizens is not deduced duced from the law, but from general principles. The second manner of presenting the truth, is not to deprive it of its essential character, reason, and evidence. We cannot indeed be said to know any thing but that of which we know the reasons. I think it is in this manner, therefore, that the Representatives of the French in the eighteenth century ought to speak to their constituents. There are likewise two methods of perspicuous enunciation. The first consists in excluding from the subject every thing which ingrosses the attention, and every thing that flows from trivial matters known to all the world. It must be admitted that nothing is more simple and clear to the great mass of readers, than a work executed upon this plan; but if the subject require to be properly treated by presenting it according to its own nature, by exhibiting every thing which belongs to it, and excluding foreign matter, the perspicuity to be acquired will be of another nature.
