An objection may also be raised from the possibility of an internal drain arising at the same time as a foreign drain. But, in the first place, the experience of Scotland lends very small probability to this supposition. 1 notes are not of such a low denomination as to be held in large quantities by the mass of the people, who are quite unfamiliar with credit, and who might be liable to a sudden panic. And, secondly, if there were a corresponding reserve in the issue department, the convertibility of the notes would never be in danger. The foreign drain could only operate through the notes. 3. As regards the danger of forgery, it is a curious fact that in Scotland spurious sovereigns are more frequently met with than forged 1 notes, and the art of engraving notes has made much progress since England had 1 notes in circulation (1826). The limits of this paper will not allow me to notice the wider aspects of the question. I have supposed throughout, the minimum of change in our currency regulations. I will only say in conclusion that the change suggested is, in my opinion, so far a step towards a system more in harmony with the requirements of the country. These more fundamental questions, however, it would be useless merely to mention cursorily at the conclusion of a paper written from a much lower standpoint. I will repeat, that the question to which I think the discussion, if it is to be practical, must be at present confined is this: What would be the effect of the introduction of 1 notes without contravening the principles of the Act of 1844, which has since that date formed the basis of our currency?...
