For twenty-three of his thirty-seven years as a federal employee, Dr. Pavlopoulos worked for the China Lake Project, a civil service human resources program overseen by the Office of Personnel Management (OPM), a little-known but very powerful federal agency that Dr. Pavlopoulos feels is directly responsible for the gross shortcomings of the American bureaucracy. In 2002 Congress approved the China Lake Project as the new civil service system for the Department of Defense, Department of Homeland Security, and other federal agencies and departments. Having witnessed countless abuses and inefficiencies in the program, Dr. Pavlopoulos contends that this decision is seriously jeopardizing not only our ability to fight terrorism but also the very future of America.
