At every contested election in England, Wales, Custody of or Ireland, the Sheriff, Under Sheriff, or ReturnEigiaDd"1 ing Officer, after having made the declaration Wales, and and proclamation above mentioned, must forthwith enclose and seal up the poll-books, and tender them to each of the candidates to be sealed by them.1 If any of the candidates neglect or refuse so to do, the Sheriff, Under Sheriff, or Returning Officer, must thereupon indorse on one of the poll-books the fact of such neglect or refusal. And, as soon as possible after the proclamation above mentioned, he must deliver the books, so sealed, to the Clerk of the Crown in Chancery, or such Clerk's deputy, (or to the Clerk of the Crown and Hanaper in the Irish Chancery, or his deputy, according to the country in question); or else he must deliver them, directed to such Clerk, to the Postmaster or deputy Postmaster of the place where the proclamation was made, who must give him a written acknowledgment of having received them (stating the hour of such delivery), and must keep a duplicate of such acknowledgment signed by such Sheriff or Under Sheriff, or Returning Officer. Such Postmaster, or deputy Postmaster, must despatch the poll-books, so sealed and directed, by the first post or mail after the receipt thereof, to the General Post Office in London (or Dublin, according to the country concerned).
