' A discussion then took place, on the order, in which the subjects to be discussed should be treated. The archbishop contended that the council should first take into consideration the proper measures for effecting a reform of the clergy: on this point, there was a great difference of opinion among the members of the council; the archbishop supported his opinion by a speech of great eloquence, and bearing, in every, sentence, the true episcopal character. The measure being carried, a question then arose, --whether, in the discussion of this reformation of the clergy, the cardinals should be comprized: the archbishop contended for the affirmative;--" The very illustrious cardinals " appear to me," he said, " to stand in need of a very illustrious re" form."--The opposition was strong, but the archbishop carried the point; " and thus verified," says one of his biographers, " the truth " of the saying of St. Gregory, that the bishop, who belongs altogether " to God and his church, and fears the anger of the sovereign truth "'that is in Heaven, more than the judgments and powers of men upon " earth, is supported by the strength of God." Soon after this proceeding, the cardinal of Lorraine and the French bishops arrived at Trent, and took their seats in the council: the cardinal particularly attached himself to the archbishop....
