Frans Pennings studied Dutch language and literature and Dutch law. He wrote a comparative PhD thesis at Utrecht University on unemployment and employment schemes. After this he worked 20 years as (assistant, associate, full) professor at Tilburg University. Currently he is professor of labour law and social security law at Utrecht University, the Netherlands.
