The investigation, however, was, as intimated, a tentative one. To carry it Out to include the sixteen cities comprehended in, the resolu tion, with an estimated slum population of would probably cost from to Should Congress feel, therefore, that the investigation should be extended to cover the whole sixteen cities, and evenmore, an appropriation sufficient for the work of such inves tigation should be made. It is somewhat doubtful, however, whether the results would be commensurate with the expense - that is to say, _ it may be that the results of the present investigation are sufficiently indicative of all the conditions without any further study.
