Springer s book is the first to systematically show how American state electoral institutions have been instrumental in shaping voting behavior throughout the twentieth century. Advancing a general theory of participation, it places current reforms in their historical context and, using original data, explores the evolution of state electoral institutions and their varying effects on turnout rates in the American states from 1920-2000. Do such measures as mail-in and motor voter registration, longer poll hours, and more expansive absentee voting regulations similarly increase turnout? Although reformers usually assume that more convenient voting procedures will produce equivalent effects wherever they are implemented, Springer s findings reveal that these expansive institutions do not affect participation rates in all states equally. In fact, convenience reforms have had nearly no effect at all in the Southern states where turnout rates are lowest. More generally, she shows that the effect of expansive electoral institutions on state turnout has, surprisingly, been quite minimal, both regionally and over time. In contrast, the effects associated with restrictive institutions, such as voting qualifications like poll taxes and literacy, have been persistent and dramatic. Ultimately, Springer argues that, if one s goal is to increase national participation rates, then attention must be paid to how states voting histories differ. One institutional fix will not uniformly solve problems of low or unequal participation, and, as long as policy-makers ignore this variation, they will remain disappointed with results of reform."
