Der Begriff "Regulatory State" beschreibt eine Ver???nderung des Regierungsstils in westlichen Demokratien, demzufolge die traditionelle interventionistische Form des Regierens zugunsten eines regulativen Politikverst???ndnisses im Zuge der Liberalisierung der M???rkte aufgegeben wurde. Die Europ???ische Union ist seit ihrem Bestehen abh???ngig von der Ressourcenbereitstellung ihrer Mitgliedsstaaten und aufgrund der begrenzten eigenen Mittel zum regulativen Regierungsstil verpflichtet. Diesen praktiziert sie zunehmend, indem sie an "non- majoritan institutions" Kompetenzen ???bertr???gt. Wie weitreichend solche Kompetenzen z.B. an europ???ische Agenturen abgegeben werden beziehungsweise wie unabh???ngig Agenturen gegen???ber anderen Institutionen arbeiten k???nnen, ist Gegenstand dieser Arbeit. Dabei gilt es sowohl die Unabh???ngigkeit der Agenturen, die ihnen durch ihr institutionelles Design zugesprochen wurde, als auch die Unabh???ngigkeit hinsichtlich ihrer allt???glichen Arbeit, zu ber???cksichtigen. Die konkrete Forschungsfrage zielt darauf ab herauszufinden, wie gro??? die Diskrepanz zwischen der "de jure" und der "de facto" Unabh???ngigkeit eigentlich ist.
