There are a lot of scaremongering books about the threat of biological warfare. This book argues the opposite: developing and deploying biological warfare agents is VERY difficult and that won't change anytime soon.
The first few chapters are extremely dry, and could have been shorter and less repetitive. But they do introduce important (and thought-provoking) general issues about the difficulties facing anyone who wants to develop bioweapons. It becomes a little more enjoyable in the chapters discussing the programs of specific countries or organizations.
Interestingly, the issues the author discusses also apply to nuclear weapons development (the author mentions this for comparative purposes a few times) and to ANY large-scale technological development program, public or private. So this book is of broader interest than I expected going in, which pushed it up to four stars.
Not a book you read for literary pleasure, but I found it rewarding.
